I sent off the big post and forgot one other thing. 
One of the things that they looked at on my air
conditioner was the sizing.  Apparently its not
impossible that the wrong sized unit could have been
installed.  Their guess if it wasn't air intrusion,
that I probably had an 11,000 BTU unit installed
instead of the 13,500.  Good thought but as it ended
up wasn't the answer.
