Hi Roger,

If they are the original drapes, either washing or dry cleaning will
reveal their true age and you will get shreds.

If you really want to, curatorial fabric cleaning uses a screen that the
material lays flat on and it is lowered gently into scucessive baths and
rinses of magic stuff to remove dirt and stabilize the material. Of
course you Probably don't want to do this unless it is George
Washington's shirt or something. 

Failing that lay them flat on the driveway and spray them with gentle
soap and rinse with spray and let dry. An ammonia solution will help
with the nicotine and any grease or oil.

More than likely you will just have to replace them. You might want to
keep a swatch of it if you are determined to do an authentic
restoration.  Any one who can make a dress can make curtains.
