That tank is accessed from the bottom.

Be aware the enclosure is also the main support for the tank.

Disconnect the drain fitting.
While supporting the enclosure, remove the flange bolts around the 
perimeter.
Reach inside and transfer support to the tank it's self and remove the 
enclosure.
(You should find slabs of styrofoam insulation inside the enclosure.)
All remaining connections are on the curb side of the tank and include 
the city water fill, the pump outlet and the drain line. You will also 
note a 1 1/2" drain plug located in the bottom of the
tank.
FYI In ten years every instance of suspected tank leaks the problem has 
been the fittings and in one case the drain plug. Never the tank.
