No, your Univolt (brand name) is not working. The accepted field test of 
an ferroresonant converter is: Converter off, measured at battery 13.8V 
+/-1 volt, with the converter operating add .5V to non operating 
reading. If you want to tinker the Univolt can be repaired. Otherwise, 
time for a new generation converter.
