The original factory spec for ball height for a 1971 trailer is 19". So 
you are currently 1" to high. All other items being set correctly the 
trailer will be tail down. Not an untowable setup, just
not ideal. If your current hitch head cannot be lower enough you can get 
a deeper drop shank to improve the adjustment range. We have had to do 
this quite often with the Dodge 4 wheel drives.
