I fear that I may have confused some with my answer in light of the use of
the word inertia. I use the word inertia and surge to mean the unit built
into the tongue of the trailer. This unit does not have a controller in the
cab of the tow vehicle and will apply brakes to the trailer in accordance
with the amount of slowing down the tow vehicle does. Now I see that some
are using the word inertia with what I would have referred to as an
electric brake controller. True, the electric brake controllers have an
inertia pendulum to vary breaking force (i.e. electric voltage) to the
trailer. My suggestion to not ever use the surge brakes (i.e. hydraulic
brakes energized by pressure in the toungue) in the mountains still stands.
I still prefer the electric brake controller with the inertia pendulum for
mountain use.
