Hi Tom

I did a very similar thing with my tow vehicle. I put a 20 AMP braeker on the 
fire wall and then ran the wire back to the rear of the vehicle and used a 12 
volt cig plug as you call it and grounded it to the frame. Works like a 
charm. No need to add a second breaker or inline fuse. You can get all the 
stuff for this at a RadioShack for little money.
