We are "relatively new" at this, But are "out" every-other-weekend, 
or so.  Our experience's are;
City, County, State and Federal camp grounds tend to be nore noisy.  
Especially...  lake area's where they allow jet ski's, etc.  (These 
toy's seem to attract more number's of that kind of crowd).  The best 
are privately owned compounds, and most especially those whose 
owner's also live/manage the camp ground.
The cost difference between the full facility parks and the 
government camps(Northern Sierra Nevada's) average around $6 to $17 
more...  BUT...  you get full hook-ups, plus showers, laundry, pool, 
cable, etc, etc.  AND...  your "outside gear" that is easiest 
to "store" outside is MUCH more secure. Most of the private park's we 
have stayed in have seasonal guest's who leave "outside" gear outside 
for the season.  The government parks that have been the quietest, 
most enjoyable, have been those far from water.  Go figure.
Oh yeah...  you pay a premium($8-9.50) for reservations at the 
governmant parks...  not so at the private parks.  Every government 
park we have stayed...  the "host" has been super.  They just 
can't/won't enforce "quiet time".  Some of these guests can get very 
agressive, they tell me.
