Oddly, one of the problems unique to the early 70's Univolt 
installations was the potential for a bad ground. Airstream hard wired 
the Univolt rather than using a wall socket and plug arrangement as
is now done. It is entirely possible to have good wiring to the circuit 
breaker and still have a bad ground. The ground wire for the Univolt was 
attached at a point about half way around the back of
the coach. You might try rigging up a temporary power cord to the 
Univolt and see if it still doesn't work. Output with the Univolt 
plugged in, measuring at the battery should be about 14V. With the
Univolt unplugged (turned off) battery voltage should drop approximately 
.5V. This assumes a good battery.
