Welcome aboard!  Harvey is right, you can get an application at 
http://www.wbcci.org/

One idea I learned on this list is you may request your WBCCI number.  
If the number you request is not already being used they may assign it 
to you.  Here's what we did.  We came up with a list of
about 8 different numbers that had some significance to us.  (birthdays, 
house number, birth years, locker number in high school, whatever)  We 
put them in order of preference.  We then sent this
list in with our application.  Looking at my membership directory I 
would try numbers between 1000 and 32000.  You may not get any number 
you request but it may be worth the try to get something you
personally like.
