In our area the local Suburban Propane dealer does them for about $30. 
We don't change the valves. I have not seen anything about what other AS 
dealer's are doing. The letter of the law is that any
portable LPG tank below 25 gallons (except Horiz 10 gal) must have an 
OPD valve in it in order to get it refilled by Apr 2002
