     The world is full of old, outdated, information like that.  
Hitching the breakaway cable on the hitch ball will, for sure, take 
care of the uncoupling of the trailer from an intact hitch receiver 
and ball, provided the cable doesn't uncouple also; it will not help 
if the receiver falls off, or the ball fails.  
     It's clearly safer to connect it to a part of the tow vehicle 
that is not endangered by a failed ball or receiver.  Hitch balls 
*do* fail, and inspections at rallies have revealed that a 
significant number of receivers show deterioration of their integrity.
     Stay with the safer alternative, and connect the breakaway 
securely to the tow vehicle; that works in both situations.  Also, 
make sure the cable itself is fully intact, and that the breakaway 
switch itself is in working order.
