I am getting 14 volts ac from my dc elec lines when connected to city 
power.  Is this a problem with the negative ground or something else? 
Some of the fans will work on this power but others (swamp cooler) 
will not.  Should I start by checking the converter ground?  Thanks 
for your assistance.  Rick
