     On my 1972 23' Safari, there was a single dump valve,which 
closed off the black water tank.  The grey water simply ran to the 
connector and, if a hose was connected, into the hose.  If there were 
no hose connected, and the cover was on the outlet, then the water 
just backed up into the system.  For this reason, the bathroom floor 
drain had a "thermos" type expandable plug that would keep the water 
from backing into the bathroom.
     We used a fairly large blue tank, with wheels - I think about 20 
or 25Gal.  Had to be careful not to let it get too full, since full 
was around 160-200 #.  There was a connection on the tank for a 
regular 3" hose, and there was a handle that you could tow *slowly* 
using your truck.
     When time to dump the black water tank, we did just as you said -
 dumped a couple buckets of water after the tank finished draining.  
We also had one of those hose-end squirters that we could insert into 
the tank to loosen anything that didn't drain.
