I am using Kelsey Hayes hydraulic brake controller installed on a 1993 Ford
with rear ABS.  I had it installed when my hitch and wiring was installed. 
The dealer gave me a choice of this unit or the Tekonsha, but recommended
the Kelsey unit as the best choice. The system works very well, is easy to
adjust and has none of the problems you have been describing.  I recommend
it.
