One thing about this list server, I learn something new all the time. As RJ
points out horizontal tanks started a long time ago. So lets say the type used
through 99 started in the mid 80's.

I'm not sure where the idea got started that the OPD requirement is a state
level requirement. All the data I have seen to date describes it as a Federal
requirement for all portable LP tanks up to and including 10 gallons(40
pounders). The next step in the OPD requirement is for a tank to be filled it
must have a OPD valve in it. The date for this requirement is 1 April 2002.

Based on what the LP tank industry has done todate, it will not be possible to
update the horizontal tanks in the same manner as the vertical tanks. Because
the valve output must be gas, not liquid, the valve with it's requisite flow
stop feature has been relocated higher in the tank when in the use position.
