 FWIW: I believe that the rooftop A/C units are like most home-type
outfits and probably use R-22.

You're right that a water spray on the condensor will make an A/C work
much more efficiently; it's not uncommon for technicians to spray water
on them during an extreme condition such as a hot startup. The
conditioned space is very warm and it's very hot outside, causing high
head pressures and difficulty in even getting the unit to not kick out
on overload or high head pressure until it gets the conditioned space
cooled down.
