I have the same thing over my wheel wells, I think they are for fabric 
Tire covers, I plan on getting some made to match the fabric on the 
ZipDee awnings.

Could your be for mounting a brush or fabric rock guard? Or maybe for 
stationary skirting.

Just some thoughts
