A 2 meter radio is a 2-way radio that operates on a band of frequencies
allocated to amateur radio enthusiasts.  The FM frequencies (145 mhz +/-)
are higher than the AM-CB frequencies (27 khz +/-) and therefore, are not as
susceptible to noise, etc.

CB radio conversations are usually made via antenna to antenna signals (car
to car), where 2 meter FM radio conversations are usually made by radio to
repeater signals and repeater to radio signals.
(This way, a little hand-held radio using a very small amount of power can
communicate over wide ranges of land area.  The signal from the little
hand-held(or car transceiver), is being picked up by an antenna that is
located in a very good location and then re-transmitted over the landmass to
others).
