Rich,
In my area the ham radio clubs activate a storm warning and tracking net
on a repeater.  Some MARS groups do to.  Some fearless souls drive
around spotting clouds and funnels to report on the net.
The GPS sounds like a good addition to our safety equipment.
I have only seen county outlines on official state maps, how about you?
