My understanding  is that Harley's biggest benefit/gift  to survival was 
the govt. passing import taxes/restrictions on the japaneses motor bike 
products which were underselling Harley.  This  permitted H.D. to keep 
selling their bikes at their inflated prices and mfg  inefficiencies.  
However, the quality of product has supposedly improved but    look at 
the prices they are now getting.  It is a bit hard to believe a cycle is 
worth$18 to $20 K.
