maybe flip the tanks? perhaps connector or regulator is stuck and if you flip 
the tanks, full to empty side? also perhaps check that full tank is 
discharging propane and value is not "stuck" closed?

First couple of thoughts based on what you described, not an expert in this 
by any means.......
