There was a lot about replacing Vista view windows, which are also
double paned.  I have the same thing in my 73 Ambass. It looks to me as
though the inside frame of the window, under the plastic cover, has
actual screws that might give you access to the space.  Also one of mine
has a weep hole on the bottom on the outside, but not on the other
side.   I wonder if there should be a weep hole.  I also think the
windows may have leaked from the top. Caulk everything in sight with
Vulkem 116 calk.
