Jim:

     I think you're right.  I have a 1999 2500 with 4-speed 
transmission (don't know the designation); the owner's manual has a 
section on towing, and says simply that you *should* tow in overdrive 
unless you experience too-frequent downshifting; then you should shift 
into 3-rd.  They even warn you that you'll experience lower gas 
mileage in 3-rd.
