[A/S] Floor?

I recently purchased A 62 Overlander in ah OK shape,There was an old 
metal  phone booth sign screwed to the floor in the center isle.It was 
done fairly well and what they did they was cut a sqare piece of  
flooring out then framed with 2x4s  the same size as the space between 
two cross members and a brace going front to back.Then screwed metal 
sign to the 2x4s while in place  I had to take it apart to check and I 
do see a wire that looks like it iwas added.What was this for?? Did this 
year have stock electric brakes?
