I don't know about 1973 - but in the older ones they
used a flecked type paint called zolotone.  I think
Kerry in sending you on the right track here though
because you really don't want to go through the
trouble of scraping and re-spraying zolotone unless
you are doing a big restoration - another option to
the sandpaper are those 3M green scrub pads - you're
just trying to scuff.. if you want to re-prime before
you paint, use "filler-primer" and you won't have any
problems with the sand paper scratches.
