Dear List:

I have been having trouble with my brakes (1997 Excella Classes 21') not 
releasing after any degree of braking. For some time I have thought this 
meant the brakes needed some sort of adjustment, but after your e mail I am 
thinking a replacement of the brake controller is the answer.

Let me explain a bit of how the brakes are currently operating:

When driving downhill I move the controller adjustment to increase breaking 
power, and in the city and on the freeway I set the controller lower to 
minimize braking power. If I forget to minimize the braking power on the 
controller to the bare minimum, the trailer brakes lock and force skidding, 
sliding, and screeching.

Is the answer to this a brake adjustment or a new brake controller?
