[A/S] Floor Rot

I have been looking at a 29 foot 1974 Ambassador and the floor in front of the toilet is soft. 

Could this problem be from some other source other than a leaking toilet or water pipe?   

Assuming that the problem is or was a leaking toilet and the frame has not been compromised, could the floor be repaired with a product like "Git Rot."
