I have never heard such rubbish.  The Argosy, including three I have had, 
are all metal caps.  They are steel.  It is not unusual for the front 
capt to have paint problems after a number of years, particularly if the 
paint finish has not been taken care of (i.e. washed and waxed annually). 
 In the early '70's I don't believe they had any plastics or fiberglass 
that could economically or structurally  adapted for such usage.
