Phil,
 Any of the experts recommend at least 10% of the trailer weight being
on the tounge, and all of them say more is better for stability's sake.

I have a tandem-axle flat-bed utility trailer that I took to the next
town to pick up some stuff that I bought and was careless about loading.
That trailer was VERY unstable above 30 MPH. A few weeks ago, I took the
same trailer a much longer distance, loaded with more tounge weight, and
had no problems or instability.

A properly balanced trailer will have little tendancy to sway, and that
is easily managed with a friction-type sway control. At least, that's
been my experience.
