I know the area you are talking
about, as I stayed at the Plymouth park, and traveled through Pioneer and
Buckhorn only last week. The roads do have some fair grades, and twisty
sections too, particularly going through Amador City and Sutter Creek, but these
are marked as 15 mph, so speed in these areas would have been low anyway.
I didn't have any problem with cross-winds, nor with the hills and turns, but I
was pulling a lighter trailer (5000 lbs.) with a whole lot heavier truck (F-250
rated for 10,000 lbs.).
I doubt that a Hensley hitch or even
a Pull-Rite, with I assume, sway control would have helped a whole lot in your
case. I think that you need to get a lot more tow vehicle for your
particular trailer. You might check and see what the towing capacity is
for your vehicle.
You may have other problems
too. When you say that the brake controller had no effect, are you saying
that the trailer brakes did not come on ? Are the trailer brakes working
?
