 If the compressor comes on as you describe and you still get no cold
air, the compressor is probably bad. You might check to be sure that the
condensor coil (the one on the roof) isn't plugged up, but if it has
good air flow, you're looking at a replacement unit. Probably a whole
new A/C.

It will not be "low on freon", that doesn't happen on sealed units such
as this, only on 'open' compressors as in a car. If it's actually low on
freon, it's because something is broken.
