The usual one is "wind powered" and makes a noise only when the vehicle is
moving at a certain minimum speed, I think about 40 mph.  There are also
electronic ones on the market, which emit sound whenever the ignition is turned
on.  Have those been tested too?

I'd be interested in reading that scientific analysis, if it's available.
