Here's the short answer.

Yes . . . the clearcoast must come off after it begins to break down and
blister.

Yes . . . it is a time consuming and somewhat messy process.

No . . . it is not hard to do.  Spray on Bix, wait.  Spray off.

Polish twice a year with a good aircraft aluminum polish
like AP-300.  That shines and protects

I just posted Bill Scott's substantial thread on this matter which was
gathered on VAC earlier this year.
