You have already answered the question. The trailer is 1700 pounds over the Tahoe's rated max.  Tow 
at your peril.  If you have an accident towing the insurance company may tell you to take a hike.

A good rule of thumb is to have a 10 -15% safety margin.  We are rated to tow 15,000 pounds and are 
towing 12,000 gross weight trailer and truck.  I would recommend that you do similarly.  The trick is 
not getting the rig moving but stopping it.  But, that is just my opinion based on experience and the 
advice of others.  YMMV
