I believe the problem could be that there is a bad connection in the ground 
going to the converter. It should have a good connection from the negative 
side out of converter to frame which is common ground and hooked to the 
negative lead of the battery. Also there may be a fuse in the negative lead 
of the battery, that usually would not affect the converter but who knows 
what could have been changed. The battery may need to be hooked up for the 
converter to regulate correctly.   Phil
