Uh oh. If an impact wrench won't do the trick, then you do indeed have a
tough one. Try pouring some Liquid Wrench around each lug, let it sit for
several minutes, and try again.  If that does not work, re-apply and wait
about fifteen minutes and try once more. (It is a trick to get it to 'wick'
up the threads.) If that doesn't work, then gently heat the lugs with a
propane torch, and try again. Careful this time because you don't want the
Liquid Wrench (if you spilled some) to catch fire.

If that does not work, then you may have to have a shop to the work -
possibly removing and replacing the studs. If that is the case, read on
anyway.

 And Yes, it is a very good idea to remove all lugs from all wheels, and
apply an anti-seize compound to the threads and torque them down to
specifications so that this doesn't happen again. (Some will argue that
anti-seize allows one to apply too much torque and tricks a torque wrench,
and it is true with smaller precision assemblies, but when working with
wheel lugs and a hand-wrench it really does not matter because you  have to
overtorque more than you are physically capable of doing to hurt a wheel
lug.)
