Hmmm..we've not experienced this. Regulators are designed to reduce 
incoming pressure to a specific, preset outlet pressure. On some models 
that outlet pressure is adjustable, on others it is not. It may be that 
if a regulator *receives* a lower pressure than it is set to *deliver* 
(in other words, it's unnecessary), then the it doesn't fully open. You 
could try increasing the pressure of the upstream regulator a bit; even 
*reducing* the pressure of the downstream reg might help, as that would 
increase the pressure differential. (The reg built into our particular AS 
is the adjustable type.)

I always thought its main virtue was being color-coded: less likely to 
get used for unattractive purposes.
