[a/s] Vents close by themselves

Hello Folks,
     We had a Maxxair vent cover installed over one vent, and a
Turbomax fan installed over the other.  The vent with the fan stays
open all the time.  The vent under the cover is closed every time I
look at it, even though we open it and leave it open.  Why would 
this vent close of its own accord?  What can I do about it?
