[a/s] 911 calls

We "heard" that when traveling with cell phone if it's  necessary to call 911 it's best to 
call the Local State Police 911 such as in Florida you should call *FHP rather than 911. 
Calling 911 can at times take you to a 911 way off insome other state. The emergency # is 
usually posted on the interstates when you enter thew state. Has anyone heard about this 
and also about whether you really do need to pay for a provider to be able to call an 
emergency #? We tried it on a cell phone (without a provider) in our home state of Maine
