It's a lumpy road because the concrete sections have "settled"
differentially.  Some parts are being repaired.  I don't believe it is any
worse than I-80 across parts of Nevada, or I-40 in some parts of Kansas.
Both of these stretches have grooves worn in the asphalt pavement by the big
trucks.  Soon they will have to be "rototilled" and repaved.  I'd rate I-10
in Louisiana a 6 (10 being VERY bad) and hold speed to 55-60.
