[a/s] Help????

Hi Again,

I just gave the dogs some water, in the kitchen sink, and the Moen faucet 
won't shut off.  I put it to off and a steady stream of water keeps trickling

It froze outside here last night... could that have any connection?

What should I do? I looked under the sink and there is no shut off.  For now 
I can go outside and turn the water off at the spigot.  Is this just a washer 
problem?  Do I need a new faucet?
