Try Sprint PCs.  Most of these have plans that you can use anywhere in the
USA and Canada Tollfree, with no roaming charges at all for 49 dollars for
300 minutes airtime--plenty.  Even if  they are not in your area you can
still use them elsewhere.  Mine I can't use to call out of my tiny area
because some guy has a lock on it and charges outrageous prices.  But I can
call into my home phone toll free. I had the phone delivered to my place of
business which is in a Sprint area.  Don't give up.
