I believe the tool that could be used to custom make this item is called an
English Roller Wheel or something like that.  Around here the NASCAR shops
have such tools to make compound curved pieces for their race cars.  And
this is what you need to have made .... a compound curve aluminum fender.
Hot rod builders and customizers also use a machine like this to make parts
for themselves and others so you may want to do a search for those types of
builders.
