[VAC] A question about springs

My 61 Tradewind has leaf springs (see attached pix). I would like to know if 
other A/S with leaves look similar? I know that these were rearced many 
years ago. It worries me that the plate under the spring hangs down so far, 
it rubs on rocks ect., does this setup look normal? Also I have considered 
removing some of the bottom springs and adding air springs between the axle 
and frame. That would solve the clearance problem, allow easier leveling (by 
changing pressure in one air spring), and would probably ride smoother. Any 
info or opinions would be appreciated.  Thanx, Phil
