Because the constitution Art. 6, Sec. 1 requires the unit to be fully 
self contained and hard sided, which the Base Camp is not.
While Wally wanted all comers to be allowed in the club, the original 
founders limited membership to what Airstream built at that time, namely 
trailers. The evolution of what Airstream built and what the club 
invited to be members has been a back and forth process. The concern for 
membership has excelerated the acceptance of new Airstream's.
