I get 15-16 towing, 18 around the city of Houston, and 22-24 highway running 
bobtail, with a 2000 7.3 F-250.  Towing is with a +/-5000 lb '65 Streamline. 
I run about 70 mph.  The wind seems to make more difference than do the 
mountains.  A head wind will really cut mileage, while a tail wind adds 
substantially.

I do have a chip in the truck.  It added about 3-4 mph when I had it 
installed.
