Dave,

It should work, since the vacuum tank very likely has a check valve on it to
prevent losing the vacuum when the vacuum line is disconnected. There should
be enough vacuum to stop the trailer in a breakaway situation.  [Note that
the vacuum booster (on automobile power brakes has a check valve and a
reservoir so that the brakes will work for a few stops even with the engine
off (no source of additional vacuum).]
