Not sure. I couldn't get my old family number below 1000 (Expired, but
available) when I tried. But call the WBCCI and see what they say.

Yes, that looks like a WBCCI number.
I don't know of a web site, but the number will likely be in the WBCCI
directory which you get when you join, and every year thereafter. I am
at work, so I can't get to mine at the moment. If the number isn't
assigned, you might be able to get the old existing number on the
trailer assigned to you.
If you don't get any posts on the 3818 number, email me off-list later
with your Dad's old number and the 3818 number (to job the old memory),
and I'll look them both up and get back to you.

I found out it seemed better to call them as play email tag on searching
out numbers.
