Thank you for your very logical comment.

Unfortunately, I have my truck registered in California, which considers an
open pickup a "commercial vehicle" (even though it does not have commercial
plates) and charges me $155.00 extra "weight fee" every year on my
registration.  If I had a camper shell, I could avoid this fee - but they
would raise my registration fee (every year) by a percentage of the
"increased value" the camper shell adds to the total value of my vehicle!
California annual registration fees are based on the value of the vehicle,
not on the weight or stress and strain they put on the road (unless
considered commercial, in which case they add the "weight fee" too).
